إيران تعرقل التحاق ناشط عربي أهوازي بعضوية لجنة أممية


عرقلت إيران اختيار الناشط الحقوقي العربي الأهوازي، الدكتور كريم عبديان بني سعيد، لعضوية لجنة خبراء الأمم المتحدة لمنتدى السكان الأصليين، التابع للمجلس الاقتصادي - الاجتماعي في الأمم المتحدة للدورة ما بين عامي 2017 و 2019.
وقالت منظمة حقوق الإنسان الأهوازية، في بيان تلقت "العربية.نت"، نسخة منه، إن إيران وبالتنسيق مع حلفائها في الأمم المتحدة كروسيا والصين وغيرها من الدول الحليفة لها، قامت بعرقلة فوز بني سعيد، الذي تم ترشيحه ضمن 5 من الخبراء الدوليين عن قارة آسيا، في شهر مارس الماضي، لاختيار أحدهم لعضوية لجنة السكان الأصليين.
يذكر أن لجنة خبراء السكان الأصليين تضم 16 عضوا، حيث يتم تعيين 8 أعضاء من قبل الدول الأعضاء و8 آخرين يتم انتخابهم من بين ممثلي منظمات المجتمع المدني المسجلة في الأمم المتحدة وهي أكثر من 4000 منظمة مدنية غير حكومية.
وبحسب البيان، فاز بهذا المنصب عن قارة آسيا السيد فولمان تشادري، من جمهورية النيبال، ليشغل هذا المقعد للدورة المقبلة وذلك في التصويت الذي جرى الجمعة 10 يونيو، بمقر الأمم المتحدة في جنيف.
واعتبرت المنظمة أن عرقلة انتخاب هذا الناشط الأهوازي "يؤكد مدى خوف النظام الإيراني من نضال أبناء الشعب العربي الأهوازي في المحافل الدولية ومؤسسات الأمم المتحدة"، حسبما جاء في نص البيان.
يذكر أن د.كريم عبديان بني سعيد عمل مهندسا لعلوم الفضاء، وهو حاصل أيضا على شهادة الدكتوراه في الاقتصاد السياسي، من الجامعات الاميركية، هو نشاط سياسي مخضرم، بدأ نضاله منذ السبعينات في القرن الماضي، حيث ناهض نظام الشاه منذ ونشط في صفوف الحركة الطلابية الايرانية.
كان عضوا قياديا في اتحاد الطلبة الايرانيين في الولايات المتحدة وقد تم سجنه بسجن إيفين، في طهران، في السبعينات لمدة عامين، بسبب نشاطاته المعارضة.
وبعد انتصار الثورة واستمرار اضطهاد وقمع عرب الأهواز من قبل نظام طهران، بدأ بنشاط حقوقي ودبلوماسي في المحافل الدولية من أجل الدفاع عن قضية الشعب العربي الاهوازي، حيث أسس مع زملاءه منظمة حقوق الانسان الأهوازية ومركز دراسات الأهواز في التسعينات.
انتخب عضو الهيئة الرئاسية في منظمة الشعوب غير الممثلة UNPO منذ تأسيسها عام 2004 كما عمل مع المنتدى الدائم للأمم المتحدة للسكان الأصليين وكذلك المنتدى الدائم لشؤون الأقليات بالأمم المتحدة.
أصبح منذ العام 2002 المستشار الأعلى لحزب التضامن الديمقراطي الأهوازي، بمجال حقوق الإنسان، وبنفس الوقت يرأس حاليا لجنة العلاقات الدولية في "مؤتمر شعوب إيران الفدرالية" الذي هو تحالف يضم 18 تنظيما من عرب الاهواز الأكراد والبلوش والأتراك الآذريين والتركمان واللور وغيرهم من القوميات في ايران، والذي يقول في برنامجه السياسي انه" يعمل على اسقاط نظام الملالي واستبداله بنظام ديمقراطي - فدرالي يضمن حقوق تقرير المصير للشعوب المضطهدة".
يكتب بني سعيد مقالات رأي في الصحافة العربية والإنجليزية والفارسية حول قضايا إيران والشر ق الأوسط وقضايا القوميات والأقليات وانتهاكات حقوق الإنسان في إيران.

Unemployment and deprivation

إيران.. قمع احتجاج عمال بلدية الأهواز واعتقال 24 منهم

إقليم عربستان (خوزستان)، جنوب غربي إيران، أمام مبنى بلدية المنطقة 4 من المدينة، أمس الأربعاء، احتجاجا على قمع تظاهرة قاموا بها الاثنين الماضي، بسبب عدم دفع رواتبهم لثلاثة أشهر، حيث قمعت الشرطة وقوات الأمن هذا التجمع بالقوة واعتقلت 24 من العمال المحتجين البالغ عددهم 70 شخصا.
وذكرت وكالة "إيلنا" العمالية الإيرانية، أن المتظاهرين طالبوا بإطلاق سراح زملائهم الذين تم نقلهم الى سجن "سبيدار" وتم وضعهم في زنزانات الجرائم الخطيرة وأنهم يخشون على حياتهم.
وأصدرت محكمة الثورة الإيرانية أمرا بتمديد فترة اعتقال هؤلاء العمال لاتهامهم بتنظيم تجمع غير قانوني وذلك بعد شكوى من رئيس البلدية.
ونقلت الوكالة عن رئيس منظمة العمال في الأهواز، آقا يار حسيني، قوله إن الوضع بالنسبة لعمال بلدية المحافظة مقلقاً وإنه سيتم تنظيم وقفات احتجاجات للمطالبة بحقوقهم كل أسبوع.
وطالب حسيني المسؤولين في المحافظة بالتعامل مع عمال بلدية الأهواز بشكل أفضل وصرف مستحقاتهم بدلاً من ملاحقتهم واعتقالهم.
من جهتها، نشرت منظمة حقوق الإنسان الأهوازية، أسماء بعض المعتقلين وهي كما يلي :١_منصور الطرفي٢_طه عفراوي ٣_كاظم عفراوي٤_حسن حيادر٥_ حميد هويش مزرعة ٦_كاظم مزرعة٧_موسى سواري٨_على احمدي فر٩_عدنان مجدم ١٠_ حسين منصوري١١_ ناصر دحيمي ١٢_على بجيه١٣_ جاسم بور احمدي ١٤_عبدالكريم ثعلبي١٥_ سيد عدنان موسوي ١٦_عبدالله سليماني١٧_كاظم عفري١٨_حسن مجدم١٩ _ جواد سواري.
ودانت المنظمة هذه الاعتقالات التي وصفتها بـ "التعسفية وغير القانونية "وكذلك " قمع الاحتجاج السلمي للعمال بسبب الرواتب المؤجلة"، وطالبت" بإطلاق سراح هؤلاء العمال الكادحين بشكل فوري وبدون شروط"، حسبما جاء في البيان.

بطالة وحرمان

كما حدثت حالات مشابهة لعمال فقراء أضرموا النار في أنفسهم، احتجاجا على سوء التعامل أو عدم استيفائهم حقوقهم أو جراء البطالة المتفشية.

الأمم المتحدة تندد

كان تقرير الأمين العام للأمم المتحدة، بان كي مون، حول أوضاع حقوق الانسان في إيران، ندد بقمع طهران لعرب الأهواز واستمرار اضطهادهم، وذلك خلال أعمال الدورة الـ70 للجمعية العامة للأمم المتحدة، في نيويورك سبتمبر الماضي.
وتطرق تقرير الأمين العام إلى استمرار التهميش والقمع ضد عرب الأهواز، ومحاولة السلطات الإيرانية تغيير التركيبة السكانية للإقليم، واستمرار الاعتقالات العشوائية، وقتل المتظاهرين السلميين.
وتناولت الفقرة 58 من التقرير الوضع المأساوي للعمال أيضا، قائلة: "تواجه جماعات الأقليات العرقية قيودا على الحق في حرية التعبير والتجمع السلمي، فمثلا ألقي القبض على نحو 1000 شخص في 17 مارس 2015 لاحتجاجهم على محنة عربي من خُرمشهر (المحمرة) يدعى يونس عساكرة، أضرم النار في نفسه ردا على مضايقات السلطات المحلية له بصورة متكررة فيما يتعلق بالترخيص للكشك الذي كان يبيع فيه الخضار والفاكهة، وزُعم أنه توفي بعد رفض تقديم العلاج الطبي المناسب له، وتفيد التقارير بأن معظم المتظاهرين أُفرج عنهم بعد توقيعهم تعهدا، وعلاوة على ذلك، ففي الفترة من منتصف مارس إلى أبريل 2015، اعتُقل واحتُجز ما يقرب من 100 من عرب الأهواز، بما في ذلك ناشطون وعدة قُصَّر، في أعقاب احتجاجات سلمية نُظِّمت غداة الذكرى السنوية العاشرة لانتفاضة الأهواز".
كما ورد في هامش الصفحة 22 من التقرير: "في أبريل 2005، نزل عرب الأهواز إلى الشوارع احتجاجا على سياسات الحكومة التي يُزعم أنها تهدف إلى تغيير التركيبة العرقية في محافظة خوزستان (عربستان - الأهواز)، وأُفيدَ بأن الاحتجاجات، التي استمرت أسبوعين، اتخذت طابعا عنيفا حيث لقيَ العديد من المتظاهرين حتفهم، ومنذ ذلك الحين وعربُ الأهواز يحتفلون بالانتفاضة بتنظيم احتجاجات في جميع أنحاء المنطقة".
وفي التوصيات الأممية المقدمة لإيران، جاء في التوصية 73: "يحث الأمين العام الحكومة الإيرانية على تعزيز وحماية حقوق جميع الأشخاص المنتمين إلى أقليات دينية وإثنية في جمهورية إيران، ومعالجة أي شكل من أشكال التمييز ضدهم".

وافتتح المؤتمر الدكتور كريم عبديان بني سعيد، رئيس منظمة حقوق الإنسان الأهوازية، بكلمة قدم خلالها نبذة عن مشكلة التعددية في إيران وبنية الدولة الإيرانية التي لا تسمح بمشاركة مكونات المجتمع بإدارة الدولة، بالإضافة إلى الاضطهاد والتمييز العرقي والديني الممارس من قبل الأنظمة الإيرانية المتعاقبة ضد الشعوب غير الفارسية والأقليات الدينية.
وأكد بني سعيد أن "الشعب العربي الأهوازي الذي يعاني من التمييز المضاعف، يريد حقه في تقرير المصير، لكن بالطرق السلمية من خلال طرح مظلوميته واضطهاده ومخططات الحكومة الإيرانية لإبادته على المجتمع الدولي".
من جهته، تحدث الدكتور سعد الدين إبراهيم، مدير مركز ابن خلدون للدراسات الإنمائية، عن خارطة انتشار القوميات والأقليات ومكونات المجتمع الإيراني، وقال إنه "من المفترض أن تستفيد إيران من هذه الطاقة البشرية وهذا التنوع في خدمة تنمية البلد والارتقاء به، لكن النظام الحاكم منهمك في صراعات طائفية بالمنطقة".

القوميات وحقوق الإنسان

وتطرق الدكتور حبيب آذر سينا، رئيس الجالية الأذرية في الولايات المتحدة الأميركية، إلى المطالبات الثقافية والهوية والخطاب العنصري المعادي للأتراك الآذريين في إيران.
وقال آذرسينا: "صحيح أنه ليس هناك إعدامات ضد نشطاء الأتراك كما هي ضد نشطاء العرب والأكراد والبلوش، وذلك لأن الحكومة الإيرانية تخشى من التعداد السكاني للأتراك الآذريين كأكبر قومية في البلاد، ولكن الخطاب الشوفيني المعادي للأتراك منتشر ومتجذر".
وشاركت آفا هوما، وهي كاتبة وشاعرة ومدرسة جامعية كردية إيرانية، بكلمة تحدثت فيها بالأرقام عن صنوف اضطهاد الأكراد من الإعدامات التي تنفذ ضد السجناء السياسيين إلى اضطهاد المرأة إلى قمع أي نشاط ثقافي أو سياسي أو اجتماعي.

السنة في إيران

كما تحدث الدكتور محمد حسن حسين بر، عن معاناة السنة الإيرانيين، وقال إنهم يشكلون حوالي ثلث سكان إيران لكنهم لا يتمتعون بأية حقوق ويمنعون من أبسط الحقوق كالتمثيل في مؤسسات الدولة، وتساءل: إذا كان التعامل مع المسلمين السنة كذلك، فما بالكم بالتعامل مع سائر الأديان؟"
كما شاركت مهرانغيز كار، وهي ناشطة ومحامية بازرة تدافع عن حقوق الإنسان في إيران لسنوات طويلة، وأكدت في كلمتها أنه "في إيران المستقبل، لا ديمقراطية دون حقوق القوميات والأقليات".

دولة ايديولوجية طائفية

أما الدكتور علي الطائي، الأكاديمي العربي الأهوازي وأستاذ علم الاجتماع في الجامعات الأميركية ومؤلف كتاب "أزمة الهوية القومية في إيران"، فأكد في كلمته أن "الدولة الإيرانية ليست دولة مواطنة بل دولة تحمل ايديولوجية طائفية".
ورأى الطائي أن هذا الدولة "فريدة من نوعها في القرن 21 من حيث التمييز الطائفي والعرقي، وقد شكلت أبشع نموذج لنظام سياسي ايديولوجي يضطهد الأقليات"، وتوقع أن يحصل "حراك قومي متزايد في إيران" بالمرحلة المقبلة.
وشارك صلاح بايزيدي، القيادي في حزب كوملة الكردستاني الإيراني، بكلمة قال فيها إن وضع القوميات في إيران لم يصل حتى إلى مستوى جارتها باكستان التي يتمتع فيها القوميات بمناطق حكم ذاتي".
وأكد أن "التغيرات التي حدثت للأكراد في العراق وسوريا ستؤثر على أكراد ايران"، وانتقد في الوقت نفسه مواقف المعارضة الإيرانية واعتبرها "متعاطفة مع نظام الملالي فيما يتعلق بقمع القوميات والأقليات".
كما شارك في المؤتمر جو ستوك، مدير قسم الشرق الأوسط وشمال إفريقيا في منظمة "هيومان رايتس ووتش"، بكلمة قال فيها "على إيران التخلي عن سياستها الأمنية تجاه القوميات".
وقال ستوك "كل ما تحدثنا مع الحكومة ايرانية حول حقوق القوميات يقولون لنا بأن الحدود مهددة، ولمدة 37 عام يكررون هذا الكلام، وهذه ليست إلا ذريعة لاستمرار القمع والبطش ضد القوميات والأقليات".

Raise of self-immolation among Ahwazi Arabs due to discrimination and poverty

E-mailAn Ahwazi Arab worker named as Ismail Shawerdi (Khanafereh) from Falahieyh city has carried out self-immolation and sets himself afire and died due to unpaid salary for more than six months on Friday the 27th of May 2016.
Reliable source quoted to Ahwazi Centre for Human Rights (ACHR) Mr. Shawerdi is Married and with age of 30 years, sets fire to himself in front of the Falahieyh city’s municipal department, to protest against non-payment of his salary for more than 6 months by the municipality, indicating that the economic pressures was caused him the inability to pay the costs of living life, which decided to set himself on fire.
According to ACHR sources, Ismail and his colleagues’ workers staged a sit-in the front of the department of Falahieyh municipality a week before incident, demanding the municipal officials to pay the overdue salaries, but the official did not pay attention to our demands.
One of the workers from Falahieyh city quoted that “Officials in the Falahieyh municipality deliberately not paying our salaries which we do not receive for more than 6 months, adding that the municipality want to expel Arab workers and replace them with non-Arab settlers.”
This is not the first time that an Ahwazi Arab worker carried out self -immolation to protest against Arab workers’ discrimination where Younis Asakereh 34, married and has two children sets fire on himself on Saturday 14-March-2015 after Mohammareh ‘s municipality forces destroyed his fruit stall and prevent him from selling the fruit where this stall is the only source of sustenance.
Younis death brought global condemnation where Mr. Ban Ki-moon, the UN secretary general illustrated in paragraph 58 of his reportduring the 17th sessions of the UN General Assembly in New York that “some 1,000 people were arrested on 17 March 2015 for protesting against the plight of an Arab from (Mohammareh) Khorramshahr, Younes Asakere, who set himself on fire in response to repeated harassment by the local authorities regarding the license for his produce stand. He died, allegedly after being denied appropriate medical treatment.
Omid Rashedi Amiri, 36, with two children from Khalafiyeh ( Ramshir in Persian) city that located in south of Ahwaz capital, sets fire on himself on Wednesday 23-Sptember 2015 when he was realized been dismissed from his job with no reason mentioned by the administration of Mr. Morteza Jamali.
Omid Rashidi was manager in corporate office that belongs to Iranian trade ministry where he found corruption in the office while he was holding document that proves his words, but the consequence was negative toward Rashidi where Mr Jamali has been promoted as manager and and Omid Rashidi been sacked from his job.
Reliable source quoted to Ahwazi Centre for Human Rights that Omid’s burn percentage was more than 75 that directly transferred to Taleghani burn special hospital in the capital of Ahwaz. Lack of adequate treatment medicine and staff led to situation where Omid Lost his life on Thursday 24-September 2015.
Mahdi Hadi Mojadam (32) on 16-April-2013 waited for the Governor to leave his office and dowsed himself in petrol before setting himself alight. Security guards took him to the nearby Taleghani hospital. He has died shortly after incident.
Mojadam lives in Char-sad-dastgah in Sepidar, one of the most deprived areas of Ahwaz City. His family has been threatened by the authorities not to disclose the news and his hospital room is under the control of the security services. The authorities fear that news coverage of mojadam self-immolation could prompt civil unrest in Al-Ahwaz.
Ahwazi Centre for Human Rights condemns the Iranian officials’ ill-treatment, discrimination and persecution against Ahwazi Arab workers and calls upon international human rights organizations especially the UN’s labour rights committee to put pressure on Iran to stop its deprivation against Ahwazi Arab workers.

محكمة كندية تصادر أموال إيران لتعويض ضحايا هجمات دبرتها طهران

أمرت محكمة كندية باستخدام أموال غير دبلوماسية تملكها الحكومة الإيرانية في كندا لتعويض ضحايا هجمات دبرتها بحسب المحكمة طهران ونفذها حزب الله وحركة حماس.
وينص الحكم الصادر عن المحكمة العليا في اونتاريو والذي حصلت وكالة فرانس برس على نسخة منه على أن تحصل عائلات أميركيين قتلوا في ثماني تفجيرات أو عمليات خطف رهائن وقعت بين العامين 1983 و2002 على تعويضات مالية يتم اقتطاعها من الأموال المنقولة وغير المنقولة التي تمتلكها الحكومة الإيرانية في كندا.
وبحسب وسائل الإعلام الكندية فإن قيمة هذه الأموال تصل إلى حوالى 13 مليون دولار كندي، ورفعت عائلات الضحايا الأميركيين هذه الدعوى في كندا بموجب قانون جديد أقر في 2012 ويسمح للضحايا وذويهم الحصول على تعويضات من أموال تمتلكها دول تعتبرها الحكومة الكندية راعية للإرهاب كما هي حال إيران بالنسبة إلى كندا.
وسقط مئات القتلى في الهجمات موضوع الدعوى في بوينوس ايرس واسرائيل ولبنان والسعودية.
يذكر أنه في 20 أبريل امرت محكمة اميركية ايران بان تدفع تعويضات بقيمة ملياري دولار من ودائعها المجمدة في الولايات المتحدة.
